No. While there hasn't been an incident as of yet, I am, as a preemptive measure, soft-blocking hotlinking. (This is just a warning. Don't leech and shit won't have to go down.)

Original answer:
Maybe. The current plan I have with Hostkey allows me 3 terabytes of bandwidth. If I run over the 3TB limit I will be
charged 2 Euros per terabyte. I guess I will have to wait and see if a "incident" occurs and I run over
my bandwidth limit, at which point I will probably prohibit hotlinking.
